You may want to smoothen those bumps in the highway. I suggest a slope mod.

Now here is some facts:
Eruki'ne, a city of 125,000 people, a city based higher than 1 mile (10,000 Ft) , known as the highest city in Shushtrepistaz, under law it has to keep its buildings under 50 stories, to not disrupt air traffic, (near airports), it is also known as the two faces city, as being located in both Shushtrepistaz and its neighbor Brenzaltan, which named it side Ruskev, only separated by 10 miles of protection land. Before 1978 it was a military base, with a few people around it.
After it was decommissioned it began growing and was the 10th city to host a hockey cup in 1996 after than it has been holding many Shushtrepistaz hockey cup finals, including 1998, 2002, 2004, and most recently 2009, and if would get its way into the simlympics it would get a huge economic boost.
After the last cup in November 2009, it tried again to gain another hockey finals in the city, by building a 1.6 billion dollar stadium (Started in 2008), sadly it wasn't enough, and in April 2, 2010 was in debt (as many cities are).
Eruki'ne soon decided to end the weakness and tried to get a Island Hockey cup (This was the second time trying to get it hosted there, fist time it won in 2005), in May 28, but Shushtrepistaz, even though winning, chose its capital after waiting a few months to decide, now Eruki'ne comes to the ISC to compete and try to win the nomination for the Winter Simlympics

by the way, is your city higher than three miles (three miles is about 16,000 feet) or only 10,000 (also a mile is 5,280 feet so 10,000 feet isn't even two miles )
also if your city is the only city in the world to declare bankruptcy, how could you afford any of this? I think you need to alter your facts just a bit to make things a little more realistic....

Great, but seriously impossible. -130 F? That's -90 Celsius! Very unrealistic. Even if you're at 3400 meters, it's clearly impossible to have such a weather. I hope you mean by average snowfall, average snowfall per year Other than that, absolutely great job! This is promising!

Here is some safety information:
Avalanches occur at a slim chance, but do happen after heavy snowfall, it has a 0.2% chance at 10,010 feet and increased at a 0.2% at chance every 10 feet. When an avalanche occurs it probably occurs farther from the center of the city and in the more wilderness, for more information on avalanches visit this site (yes it is real)

4 feet at 10,000 feet for an average snowfall? Where I ski the most (heres a link: Mount Hood Meadows) it's an average of 36 feet a year of snowfall and the highest elevation is 7300 feet, not anywhere close to 10,000. Again, you need a little bit of tweaks to the list I really like the ski run though keep it up!

Snow Pack: Stable, 1 ft
Avalanche Caution: Green
and yes the temperature is close to Veitnam, and that is the average snow per winter/summer
