The December Floods always happens near to the end of December every year on Raffore Islands. Floods in the past were not severe, although the cost of damages were always below ri$5 million. However, in 2008, the December Floods were unusual. Read the following news article for more informations.

Flood wreaks havoc on Raffore Islands
State of emergency declared

Raffore City – Raffore Islands have experience the worse flooding since independence. It is so bad that the Government had declared a state of emergency.

The flooding happens due to heavy thunderstorm and high tides on Christmas Day yesterday. The continuous downpour, which began on Christmas morning according to meteorologist, has be ongoing as of press time.

Coastal areas such as Tourist City, Raffore City and the Northern Port Area were badly affected. Flooding has also been reported further inland near water bodies such as rivers, lakes and reservoirs. The flooding was so severe that, when you look at Raffore Islands from air or in space, it looks like Raffore Islands have sunk underwater. The destruction of this flood have been estimated to cost about ri$1 billion (500,000 eniea) so far.

Flooding has also affected Tourist City International Airport (Tocia), Raffore Space Port and Senoko Cargo Airport. All flights towards Raffore Islands have been cancelled as the runway was flooded with water of up to 1cm high. Any flights arriving to Raffore Islands will have to land at Singapore Changi International Airport, Kuala Lumpur International Airport and Banku Taou’ International Airport. Water has also sip into Tocia’s terminals, affecting all operations within the terminals. The result of this caused millions of tourist stranded at Tocia and Raffore space Port.

At major commercial areas of Raffore Islands, businesses were heavily affected. Water has sip into most of the buildings, with Raffore City, Raffore Islands’ capital, being the worst hit area amongst all of the commercial areas as power outages happens in all of the buildings at Raffore City. Industrial areas are not spared either. All ports on Raffore Islands have been temporarily shut down as the floods have caused all of the ports to be underwater. The Senoko’s port are the worst hit amongst all of the ports as the floods have submerged hundreds of factories and warehouses along the Senoko’s coastline. Even the seven stories Senoko Workers’ Dormitory was underwater.

Residential areas are affected too. Several bungalows located along coastal areas have been submerged underwater. All educational institutes, expect the Hiigarar-Raffore University of Space, have also been affected by the floods. Due to this, all students, both local students and international students, are not required to attend school next week onwards until further notice. Thousands of people living along coastal areas are being evacuated by the Raffore Army and they will stay at temporary tents built by the Army. Hotels and resorts countrywide are also made as a temporary evacuee shelter.

Beaches, coastal parks, Resort Islands and Ubin Island have been closed to all members of the public due to safety concerns. Excess waters at the reservoirs are currently being pumped out with the permission from the Government to reduce flooding. So far, there has been no reports of any deaths, although hundreds of people have been reported injured due to several causes. Hospitals countrywide are now on stand-by to take in a surge in numbers of patients. Earlier last month, the whole country have participated in an emergency drill to prepare for the annual floods that has happened every year in late December. The emergency drill was conducted to test the people’s readiness on floods should flooding occurs.

Prime Minister James Wee Hsien Koh said this: “We are lucky to have prepared for the December floods. If not, there will be severe casualties.”

According to meteorologists, thunderstorms will be expected for the rest of this week and it is expected to end just before COFR Day (December 30 2008). However, high tides are expected throughout the rest of 2008 and the first week of 2009. Repairing of the damages caused by the floods is expected to take at most three months.

And here are some pictures of the flood.

So, the Raffore Government has declared a state of emergency and millions of tourist are stranded on Raffore Islands. Major towns and cities are located along coastal areas. All airports and the Raffore Space Port have been shut down. Ferry services within and to and fro Raffore Islands have been temporary halted. No deaths so far but the injury are increasingly rising. Schools are expected to begin next week but the floods caused all educational institutes to be shut down. Trades have been suspended as ports are submerged underwater. and thousands, if not millions, of people will be made homeless as the water level continue to rise. It has been a continuous downpour since Christmas morning and the tides remain high.

So, Raffore Islands has begun to ask for international aids. Here's what Raffore Islands need:

  • Food and water supplies
  • Medical supplies
  • Evacuee shelters
These are the international reactions:

  • Ainkien Navy to provide food, water and medical supplies.
  • Rhodea to help evacuate tourist if approved by Rhodea Government
  • Hypertrophy to help repair the damaged houses and help out at the temporary shelters. They will also send planes to evacuate the tourists. They will also send food and water supplies.
  • Ankou Hills to send planes to evacuate tourists.
So, what your nation can do?

Thank you Rorysville. Your help is greatly appreciated. And the search and rescue is currently not needed as there has been no reports of people missing, although there might be a small chance of people missing. Your ships can however help patrol around Raffore Islands. The helicopters can be use to evacuate tourists from Raffore Islands though. The hospital ship will be on standby on Raffore Islands in case the flood has affected operations in hospitals around Raffore Islands.

Perthshire, which is in close proximity to Raffore Islands has offered help with the airport.

The Perthshirian Transit Authority has offered up Perthshire International Airport to take all inbound flights to Raffore Island and use military choppers and high speed ferry's to transport any international guests to Raffore Island from Perthshire.

The Perthshirian Royal Port Authority and Perthshirian Gas Company have offered 100 Cases of highly pressurized natural gas to Raffore Islands, roughly enough to supply the city of New York with Heat for a month and will protect the highly flammable cases themselves.

Thank you Perthshire and Ainkien. Your help are greatly appreciated.

Perthshire, just to inform you, all flights to Raffore Islands are cancelled and Raffore Islands have close its border to any other tourists due to safety reasons.

And for the cases of natural gases (I hope these are transportable), we really thank you for providing these power sources as the blackouts are spreading throughout Raffore Islands. As the day goes by, more and more areas are getting power outages (all powerlines are located underground and, due to unknown reasons, the powerlines may be damaged) despite having sufficient power.

Good news. Meteorologists have said that their prediction was wrong and Raffore Islands will not experience a thunderstorm for the next two weeks. Light shower are expected however. In addition, the tide is slowly going down.

Due to this, the floodings in most areas of Raffore Islands have gone. Despite this, areas along the coast are still experiencing flood.

Here's the summary announcement made by the Raffore Governement:
1) The State of Emergency have been lifted. However, the Government recommended that the tourist not to travel into Raffore Islands for the next two weeks.

3) Tourist City International Airport, Raffore Space Port and Senoko Cargo Airport are to be reopened on January 5 2009.
4) First COFR Anniversary Concert and Countdown 2009 Party will continue as plan and it wll be free to the members of the public. Money refunds will still continue.
5) The filming of Friendship will continue as planned.
6) Raffore Stock Market will reopen as usual.
7) Affected power lines are to be repaired. All unaffected power lines will have to go through maintenance check.
8 ) Trade will continue at the Western Ports. Northern Ports will remain close for repairs.
9) Sports Hub to be reopen on January 5 2009. The Sports Hub beach will open at a later date at January 10 2009.
10) All residential houses will be repaired for free by the Government approved contractors.

Good news. The floods along coastal areas have been subsided. Countrywide repairs are now on full swing. However, tourists are still being evacuate and people from affected homes are still staying at the evacuee shelters (which is currently hotels).

Those countries who supply shelter equipments will be returned back to the respective countries. All food and water supplies will be kept at the National Stockpile Center. For medical supplies, all medicines will be kept by the Government unless the country wants it back. Other medical equipments will be returned to the respective countries.

Foreign army personnel can choose to return back to their country.
