You can have an elective monarchy (like in Malaysia or the Vatican), but I presume he meant a constitutional monarchy like the UK, both of which feature democracy to a large degree. But the point is a republic is not and can not also be a monarchy.

What I meant to say by "Republican Kingdom of Grand & Belluterra" is that the legislative branch members are all elected by popular vote, headed by a consul, also elected by popular vote (Republican), while the administrative & judicial branches are headed by the monarch (may he live forever), who is NOT elected(Monarchy). I guess it's similar to pre-revolution Paranor Island.

That's a constitutional monarchy, which most of the remaining monarchies in the world are. Have a look at most of the commonwealth realms - they have a fully elected government, but the head of state is still the Queen, and not a president or prime minister.

However, unlike a constitutional monarchy, our King (may he live forever) has almost absolute power;
1) He can approve or disapprove of every Representative
2) He can make or break the power of the consul
3) He can propose new laws & veto any laws the Parliament makes
4) He can sign into law new laws or abolish old ones
5) He can dissolve Parliament if it gets too uppity
6) He can re-establish Parliament once things have quieted down
7) He is Chief Justice of the Supreme High Court
etc., etc., etc.
In other words, he is the de facto head of every branch

There are no set rules that say how constitutional a constitutional monarchy is. Its basically a situation where at least some power is divested to the people, ie. not an absolute monarchy.

Just looking through some stuff here and it appears that Platte Republic was signed up for the games before submission into the COFR, so his new union status should be the COFR. Also, South Cheseapeake is no longer Kristian's COFR country (new application is in the works) so that should be North America now
