Simlympics HQ Empty Simlympics HQ

Hi. I have been wondering if there could be two HQs for the Oceania region because I would really like to have one of my cities have a HQ for the Simlympics. I posted a comment on the thread about the headquarters which is: https://simsports.darkbb.com/t1628-simlympic-hq-competition-take-3

I'd try to go for an ISC Session instead of an HQ. That two year old thread is about where the line stopped on HQ's, they have little point really.
