Organising the structure and paticipants of the torch relay is more the realm of the ISC. Hosts generally only provide a logo if they wish.

That's ok. It was only an idea

No harm in trying to get more involved in the torch relay if your bid is successful, it's just usually taken care of by the ISC while the host prepares for the games (:
