No external editor? That sucks. 
Do you have PowerPoint? Using some basic shapes that PPT provides (my "C" line map in Winchester/Roseburgh only used four of them - Square, Circle, Arrow, and Ribbon) you can make something very professional and then copy the slide into Paint/GIMP/Photoshop/whatever and save it as a PNG image. If you have PowerPoint give it a go!
If you don't maybe OpenOffice works, but I haven't tried it. And with your apparent inability to download content, then... well.. shucks
