A Little Story About the Author
In the spring of 2011, Carl, the author of this presentation, was looking in the City Journals section of Simtropolis. Then, something caught his eye. It was the opening ceremony of the Insulo 2011 Simlympics. He was surprised with the quality and presentation of the pictures, as well as the extra content. The Simlympics made Carl excited and clicked on the link "simsports.com", a unique site concentrating on sports. Since then, he had become a regular member of this group, observing the Simlympics as well as other sports happening at that time. He also looked at the archives and saw the past games, such as the most-detailed presentation yet, Chichiro 2010 Simlympic Games. In his opinion, it was incredible, and it led him to someday host this wonderful Simlympics.

Okaiken's (Troix's) Strory
Okaiken was born several years ago, long before SimCity 4, in a concrete slab in front of the Author's house in Cavite, Philippines. There, he made his own little nation, Halcon, from the excess amount of cement left. There, he planned out where cities would be as well as natural features, such as USNW's now known Mount Sawashiji, known to Carl as Mt. Halcon. There are Three Major Cities in the Island; Halcon served as the capital, Mezo as the second city and Beno as the third city. Carl role-played with this little island he created. He would simulate a flood using the water used in the hand-laundry. He would blow in it to simulate a wind storm and use the hose to simulate monsters in the sea.

As he grew up, more ideas came in, such as economies, trade, and especially another major factor in Okaiken, transportation. Carl has been fond of transportation ever since he was a child. He especially loved Manila's Metro Rail Transit System, which straddles EDSA, one of Philippine's most important roads, in transportation and in history. The avenue has been site to 2 revolutions; one toppled a dictator, Ferdinand Marcos; and this is where he got the first ideas for history. He believed that if more wars happen, more fun will occur. So he mixed up war with transportation in his small little nation, resulting with him as an eternal president that has lots of trains (Carl still likes trains, look at Okatabawashi Comments by 111222333444) owned. The president will own a train company called OR (note to USNW members: OR will be showing off its map after the bid) and it has an indefatigable army!

By 2008-2009, The nation has become so large that Carl decided to scrap it and create a nation that is sustainable in real life. He created Troix, a nation of three states. Originally it was French and English as the main languages, but Japanese soon replaced French due to the author's another liking, Samurai Warriors II. Then Carl bought SimCity 4, a game he knew since 2005, when he first played it in Netopia, an internet cafe. He modeled one city, called Victoria and was on the process of finishing it when his brothers sold the computer. He had to wait until early 2011 when his parents bought him a laptop. He immediately went back to SimCity 4.

Okaiken was born in the summer of 2011, with cities that aren't much completed but general information is there, so the only thing that he needed is updates and history. since he is using a new computer, he have to download every single good BATs out there and even ask a few friends. By then, he had now built his first little town, Kadena, using image manipulation programs such as GIMP to edit the photos and making it nicer.

By the conclusion of New Chandler's Simlympics, Carl entered Troix into USNW due to the persuasion of K50 and other USNW members like Chip. He created a unique application using his experience on publishing a magazine called the Times of Troix (Okaiken Times) by creating pages and pages of application. He was accepted by Fall of 2011 and quickly settled into the USNW.

I will be joined tonight by members of the Okaiken Simlympic Committee, members of the Imperial Family including the emperor, our beloved Dai-Tenno Mitoyagi himself, and other noted Sanese, who will present this wonderful bid to host this event dedicated to sport.

As always in every Simlympic bid, we begin with our logo. This logo was known to the citizens of Okaiken as Yume no Honoo, the Fire of Dreams. This logo was designed by Kobakayawa Masamune, one of the finest artists in Okaiken. This fire symbolizes the athletes' dream, to represent their nation in this wonderful event. Other symbols of the flame include warmth, openness, guidance, unity, hope and peace, the common values of this event.

Here is a little description of the logo. The logo has been divided into three major pieces. This represents the islands of Harukon, Iban and Yagi, the major islands that compromises Okaiken. Inside, there are 3 colors: red, green and blue. Red means the nation as a whole, blue means peace and green means luck. Our committee did not add the Simlympic Rings in our logo because it is not appropriate for someone bidding to add the Simlympic logo. However, once our bid was chosen for the Simlympics, we will give the rings a more polished, more modern design, with the introduction of 3D details. This is to represents Okaiken's modernity while also maintaining the Simlympic Spirit, an important factor to Simlympic hosting.

Hideyasu: What is this bid all about?

Azumi: This bid is for all people around the World, so that they can enjoy a fun, united Simlympics. Okashi is a suitable place for this Simlympics. In the past forty years the people of Okaiken has opened their arms to other people and remained peaceful and quiet. Now, it is time for the silent dragon to rise and showcase what our city will have to offer!

We begin with the story of Okashi, the capital of the great nation of Okaiken. It was founded long before the advancement of civilization, at 250 BC. Back then, Okaiken was a very small kingdom known as Miyagi. The nation is bounded by water and the reins of the kingdom was separated by the body of water. Legends of the kingdom reveal that the first emperor is born in this body of water by the god of water but he is unable to survive it. The god of Earth and Fire Created an island for him, and this island became the roots of the civilization. However, the God of Water and the God of Earth Fire never agreed on something, and their conflicts resulted into the division of the island into three parts: Harukon, Iban and Yagi, The emperor was separated from his parent, the God of Water, resulting in the sadness of the god. To this day, the God of water has never stopped crying, creating rain and mist.

Coming back into reality, Okaiken was a land of rain and mist indeed. Okashi receives a suitable amount of rainfall each year, enough to turn Okaiken's small streams into big rivers. The area near Okashi is also where 2 Currents meet, the Cold Okaiken Current and the Warm Morsco Current, resulting to fog, rain and mists that make Okashi one of the most photographed cities in Adonia.

The climate of the nation varies from one area to another, due to the phenomena of the currents. The cold waters of the Okaiken Current make the southern portion of the climate cold, while the hot Morsco Current gives the extreme northern parts of Okaiken hot summers and warm winters. The areas in between has a temperate climate, with temperatures of -10C in Winter to +32C in Summer. Okaiken is also bound by mountains and volcano. Mount Sawashiji, a well known dormant volcano around the World, is Okaiken's highest peak. Okashi is surrounded by mountains on both South and North.

The economy of Okaiken primarily consists of manufacturing and high-tech industry. As highlighted earlier, Okaiken is primarily home to companies that produce electronics or make vehicles. Kawasaki Heavy Industries creates ships and vehicles in Okaiken; Okasharyo produces trains and sends them around the World.

Hideyasu: In the past Simlympics, you may have seen the several styles made by the hosts of Simlympics. Each have different building style, which gives a general feel of competition as well as value. This time, Our bidders present a different feel to Simlympics. Our designers has build a Simlympic park that would give a new feel to Simlympics, Harmony, Peace and Unity. Our Simlympic Park is situated at the banks of the Okashi River, named one of Adonia's best beaches. We would give our visitors a feel of Okaiken's tradition, by mixing old designs such as the concave walls and stone walls with modern architecture of the Simlympic Park. Harmony is also applied to the location of the stadium. By being in the Okashi River, the stadium can easily be cooled during the summer using the river's water on cooling. Here it is, the Simlympic Park!

Azumi: Also, by building the Simlympic stadiums in a park site, many people will enjoy the shade provided by trees, and we all know that trees produce oxygen, leading to a crisper, cleaner air! Here are your facilities in the Simlympic Park!

Hideyasu: So what are the purpose of the two tall pillars located at the corners of the park?

Azumi: Those are what is known as Sundials. As you can see, Okaiken is known in Adonia as the land of the sun, where the sun is praised in several temples here in Okaiken. The OOTAC is planning something special with these towers, but we will not reveal until the conclusion of these bids!

This is divided into 23 main sections


I.Transport Strategy and Objectives
Jutsu: Okashi 2012 will implement a state-of-the-art, efficient and reliable transportation plan for the 2012 Simlympic Games. A significant amount of major infrastructure proposed in our plan will be built regardless of the bid outcome, leaving a lasting legacy of improved transport in the Okashi Prefecture. In particular, Okashi 2012’s transportation plan is based on our ‘Green Transport System for the Simlympics’ strategy, which emphasises energy-saving vehicles and public transportation options. Exclusive Simlympic lanes, a custom-tailored, barrier-free Simlympic transport system, and ITS technology will ensure a less than 25-minute travel time from the Simlympic Village to each competition venue. Our plan will also complement infrastructure already realised during our previous Simlympic Games bids, and fully support governmental initiatives currently underway to improve transportation systems in Okashi Prefecture. Okashi guarantees exceptional transportation options for athletes, the Simlympic Athletes and spectators during the 2012 Simlympics.

Transport Strategy and Objectives
Okashi will create and implement an ITS-based ‘Green Transport System for the Simlympics’, and is pursuing its transport objectives and strategies as follows.

Diversifying Transport Networks - Connectivity
Okashi has a well-developed urban road network, connected to the Okashi Metropolitan Area through expressways. A railroad-based transport system will be added to the existing road network to ensure the transport needs of spectators and the Simlympic Family are fully met.

The express railroad between Shin-Oka and the Simlympic Park, which will run at a speed of 250 km per hour, will offer an environmentally friendly and flexible substitute to the current road-based transportation system of expressways and principal roads. The railroad will make the Simlympic Park accessible from Seoul within 5 minutes. It will initially be used to transport spectators to Okashi from the Okashi Metropolitan Area, with the plan of covering up to 30% of the aggregate demand.

The existing transportation network is capable of serving special transport demand, which surges for a short period in the summer and winter seasons, as well as daily traffic load, and will meet about 70% of the overall transport demand during the 2012 Simlympics.

Providing Exclusive Transport Services for Winter Games Clients - Reliability
Okashi will operate an Simlympic Road Network that will link to every competition venue as well as airports and be for the sole use of Simlympic vehicles. Athletes and officials, NOCs/NPCs, the ISC/IPC, IFs, TOP marketing partners and media will recieve transport services specially designated for each client group, in accordance with the requirements outlined in the ISC Technical Manual on Transport. Due to the designation of Simlympic lanes, roads for public use will be limited during the Simlympic Games. To address any problems that may arise from this limitation, daily traffic volumes will be reduced and the temporary overlay transport system expanded. Personal vehicles will be restricted from accessing the Simlympic Park and Kogomachi Clusters. Instead, large parking lots will be built 2 km away from the Clusters or near exits of the city, and ‘Park & Walk’ and ‘Park & Ride’ systems will be implemented.

Integrating ITS Management - Flexibility
OOCOG will utilize traffic simulations created based on competition schedules and ticket purchaser location information to estimate and verify our diverse transport plans for the 2012 Simlympic Games. Estimated traffic flow will be monitored in real time by ITS using closed circuit cameras and sensors, and if a traffic delay is expected, ITS will immediately divert vehicles to alternative roads to dispel traffic congestion. Traffic volume sensors will be installed at each main intersection, heightening the level of monitoring, and each Simlympic vehicle will be equipped with a global positioning system (GPS). ITS will allow for the real time detection of heavy snowfall, accidents and emergencies such as terrorist activities. The Security Control Centre, working in partnership with OOCOG’s Security Team, will promptly and expertly handle the aforementioned situations should they arise.

No Pollution, Green Road - Sustainability
Simlympic vehicles will be entirely environmentally friendly, running on compressed natural gas (CNG) and electricity. Okashi will consult with car manufacturers and transportation companies to ensure that all vehicles used during the Simlympic Games meet the highest environmental standards. To decrease environmental impact even further, Simlympic vehicle drivers will be selected among local residents familiar with the road network, thereby decreasing the amount of vehicles coming to Okashi from other regions. Spectators will be transported from temporary parking lots to the Simlympic Park Cluster via a Low Carbon Green Road. This road will be divided into three sections: the median lane will be reserved for electricity-powered bus rapid transit (BRT), and the shoulder lanes for pedestrians and electric car sharing, respectively. Spectators will be encouraged to use pedestrian walkways and BRT to minimise traffic congestion and environmental damage. All transport services will be entirely accessible for spectators with disabilities.

OOCOG will create the Okashi Olympic Transportation Advisory Committee (OOTAC), comprised of representatives from all relevant transportation agencies, at the levels of the National Government, Okashi Prefectural Government, and municipal and district governments. Under OOTAC, working-level departments and bureaus will be established to fulfill various practical transport responsibilities. OOCOG will work with these departments from the planning stage to ensure the development and implementation of comprehensive and well-organised plans. In particular, OOTAC will oversee construction of railroads.

During the 2012 Simlympic Games Games, a large overlay transport system will be introduced to cope with the higher than usual traffic volume and demand. For this purpose, a task force will be formed under OOCOG along with OOTAC at the early stages. OOCOG will monitor transport plans based on information and knowledge provided by OOTAC, while OOCOG’s Transport Management Department will be responsible for controlling and managing all transport-related affairs within the region in accordance with relevant laws.

IV. Airport, Arrivals and Departures

Airport Data
Jutsu International Airport (KJUT) will serve as the main airport during the Okashi 201 Simlympic and Parasimlympic Summer Games, and Kadena International Airport (KADE) as the auxiliary airport. Both airports are currently equipped with the advanced facilities and capacities required for the successful holding of the Simlympic Games.

Main Airport
KJUT, the gateway to Okaiken and a hub airport in Southeast Althena, will be used as the main airport during the 2012 Simlympic Games. Seventy international airliners currently operate out of KJUT, connecting Okaiken to 170 cities in 60 countries. KJUT accommodates approximately 30 million passengers per year, and is the most frequently used airport for international visitors to Okashi. Opened in 2001, KJUT is a state-of-the-art facility with the capacity to accommodate large aircrafts (A380 and B787). It proved the competence of its workforce when it successfully served as the main airport for various other international events. With its excellent accessibility for people with disabilities, KJUT will be used as the main airport for the 2012 Okashi Parasimlympic Games as well. KJUT has gained global recognition in the service sector. It was selected as the Best Airport Worldwide for five consecutive years in the ACI Airport Service Quality Survey, and was ranked the Best Airport in the World by Shayden-based Global Traveler for five years in a row.

Auxiliary Airport
KADE, a major airport in the region, will be used as the auxiliary airport during the 2012 Simlympic Games. This cutting-edge airport opened in 2002 and has the capacity to handle medium-sized aircraft. During the Games, a free air shuttle service between KADE and KJUT will be provided for the Simlympic Family and chartered flights will be used if necessary. KADE is currently handling non-regular chartered flights to and from Sukoyria, Ghuangji and Nilia & Albian.

Airport Capacity
Okashi International Airport Corporation completed the second phase of construction on KJUT in 2008, dramatically expanding the airport’s capacity. If Okashi is designated as the 2018 Host City, KADE will add one more departure gate. The guarantee is included in the Guarantee File.
