Hetherton

This is the start of a bid from the City of Hetherton. It is also in the nation of Victoria and is the main rival to Melbourne. They are both trying to win the bid from Victoria and represent the nation. THe best one of course will get through so it will be a tough competition.

Interesting, so are Melbourne and Hetherton both going to be bidding? Or will there be like a preliminary round where the nation chooses one bid to represent Victoria?

as yet, i am not too sure. if one bid is clearly better than the other then i will hold a preliminary. but if i can't decide i might bid them both. it all depends. havnt been able to work on either for 2weeks now b/c computer is lagging badly and cant play. transfering the cities and plugins folder across computers.

i think this process will make me work harder, i hope
